IAS officer Meaning

IAS ek All India Service hoti hai jo Indian Foreign Service aur Indian Police Services ko bhi include karti hai apne mein. IAS ka full form hota hai (Indian Admnistrative Service). IAS ka exam UPSC conduct karwata hai iske saath UPSC aur bhi alag alag exam conduct karwata hai jaise ki IPS, IRS,etc. Ek IAS officer bahut hi important role play karta hai kissi bhi district administration mein, kyunki yehi hote hain jo ek district se related sare important cheezon ko dekhte hain. 

IAS 1946 mein humare desh constitute hua tha uske pehle Indian Imperial Services ke naam se jaana jata tha (1893-1946) tak.

Ek IAS Officer ki kaafi duties hoti hain magar mainly unki responsibilities jo hoti hai woh hain – Law & Order ko maintain karna, revenue ka administration aur baaki saara administration uss area mein jo uske under ho. IAS Officer ki duties ke udaaharan:

Salary ke alawa Civil Servants ko kaafi saari allowances milti hain government se jaise ki – Dearness Allowance, City Compensatory Allowance, Leave Travel Allowance, Medical aur Subsidized Housing aur bahut saari aur.

IAS officer eligibility

1)Nationality: Sabse pehli aur important cheez jo hoti hai ek IAS officer banane ke liye woh hai ki jo candidate IAS banana chahate hain woh Indian citizen hain. Jo students ya candidates Indian residency hold nahi karte hain woh iss post ke liye apply nahi kar sakte hain.

2)Educational Qualification: IAS officer ke liye eligible hone ke liye ek candidate ke paas ek recognised Indian University ki degree hona bhi bahut jaruri hota hai. Iska matlab ek university jo incorporated ho ‘Act of Parliament’ mein ya phir ek University jo ek Deemed University ho, University Grants Commision (UGC) ke duwara. Iske alawa graduation ke final year ke students bhi appear kar sakte hain Preliminary Examinations ke liye. Iss eligibility ke baaki criteria hai:

  • Candidates jinke paas Professional aur Technical degrees hain jo ki recognised ho Goverment of India ke duwara, yeh candidates bhi eligible honge IAS ke exam mein appear karne ke liye.
  • IAS provisonal basis pe bhi kuch candidates ko admit karega jinke paas MBBS ki degree ho ya candidates jinhone koi aur Medical exam paas kara ho apni internship khatam kare bina. Isskeliye candidates ko apne University ke certificate ki copy submit karni hogi aur uske saath IAS ke online application ke saath.

3)Age: Jo General category ke student ya candidate exam ke liye appears karna chahate hain unki lower age limit 21 saal se kam nahi ho sakti hai aur unki upper age limit 32 saal se zyada nahi ho sakti hai. Iska matlab IAS 2019 ke liye candidates August 02 1987  se pehle nahi paida ho sakte hain aur August 01 1998 ke bad nahi paida ho sakte hain. Iske alawa age limit mein aur thode criteria’s hote hain:

  • Scheduled caste aur Scheduled tribe (SC/ST) ke candidates ko maximum age limit mein 5 saal ki relaxation milti hai.
  • Other Backward Caste (OBC) ke candidates ko 3 saal tak ka relaxation milta hai.
  • Candidates jo Jammu & Kashmir mein January 01, 1981 se December 31, 1990 tak rahete the unko  5 saal tak ki relaxation milti hai.
  • 3 saal ki relaxation unn candidates ko milti hai jo Defense Service Personnel hote hain aur jo disabled hojate hain service ke dooran dushman desh mein ya phir desh ke kissi disturbed area mein.
  • 5 saal ki relaxation milti hai unn candidates belonging to ex-servicemen including commissioned officers and ECOs/SSCOs jinhone kam se kam 5 saal ki military service ki ho August 01, 2018 tak aur jo release hogaye hain kyunki:  
  1. Unhone apna assignment khatam kar diya hai.
  2. Jinki koi physical disability hogayi ho Military Service ke karan
  3. Ya phir invalidment ke karan 
  • 5 sal ki relaxation ECOs/SSCOs ke candidates ko jinhone initia period of assignment jo ki  5saal ki Military Service hoti hai complete kardi ho. August 01, 2018 tak, saath hi saath unka assignment extend hogaya ho initial period se zyada jiske  wajah se Ministry of Defense ek certificate issue karega jisse candidate apply kar sakte hain civil employment ke liye.
  • PWD Candidates ko relaxation upto 10 saal tak ka milta hai

4) Physical Standards: Candidates jo employment lena chahate hain All India Services ke saath unko physical tests bhi clear karne padte hain jo ki Goverment of India ne banaye hain

  • Physically fit hona duties aur services karne ke liye bahut important hota hai.
  • Saath hi saath candidates ko mentally fit hona bhi bahut jaruri hota hai.
  • Jo candidates mental aur physical fitness ke test mein qualify nahi karte hain unn candidates ko appointment nahi milti hai.

IAS officer selection procedure

Sabse pehla aur important step hota hai application ka, candidates ko IAS ke paper mein appear karenge ke liye IAS ka application form bhadna padta hai. Yeh form upsc.gov.in pe available hota hai, form ke liye Click karein.

  • Candidates ko advise kiya jata hai ki woh pehle apni eligibility check karle application form bharne se pehle, kyunki ineligible candidates ko UPSC cancel kar deti hai.

IAS Prelims ki Marking Scheme

  • GAT ke paper ka harr question 2 marks ka hota hai.
  • CSAT ke paper ka harr question 2.5 marks ka hota hai.
  • Harr wrong jawab ke liye ⅓ marks,  jo ki (0.33) marks hain, kaate jaayenge.
  • Agar candidate ne ek question ke liye ek se zyada jawab diye toh usse galat jawab mana jaayega.
  • Agar question ka blank chora yani ki koi bhi jawab nahi mark kiya tab uss pe koi bhi penalty nahi lagegi.
  • 33% minimum marks hote hain Prelims mein usse quality karne ke liye.

IAS Mains (Step 2)

IAS Manis ke liye candidates Prelims dene ke baad qualify karte hain. Jo candidates IAS Prelims mein 33% ya usse zyada marks se clear karjate hain woh candidates IAS mains mein appear karne ke liye qualify karjate hain. Mains mein do type ke papers hote hain- ek Qualifying paper hota hai aur dusra Merit paper hota hai.

Qualifying paper mein do language exam hote hain, ek jo ki candidate ki choice ki language ka paper aur dusra English ka.

Merit paper mein 7 papers hote hain, jo saare 300 questions ke hote hain.

IAS Mains mein essay writing aur objective type questions hote hain, saare papers ke score ko milake aur saath hi saath direct interview ke result ko milake ek candidate ko uski ranking Moti hai.

Exam Pattern

  • Harr paper 250 marks ka hota hai
  • Harr paper 3 ghante ka hota hai, aur extra 30 invites milte hain blind students ko.
  • Mains ke exam mein 7 papers honge jahan candidates apni knowledge aur understanding pe test kiye jaate hain.
  • Iss paper mein questions dono tarike ke hote hain objective type aur subjective type. Question English aur Hindi dono languages mein framed hote hain.

Qualifying Paper

Paper A:  250 marks ka hota hai aur yeh paper candidate apni selected language mein deta hai, jo ki 6th schedule of the Indian Constituition mein se hi honi chahiye.

Paper : yeh paper candidate English mein deta hai aur paper bhi 250 marks ka hota hai.

Merit Exam

Yeh paper candidate ki intellectual aur interpersonal skills test karne ke liye hota hai. Iss paper ke essay type questions candidates ko test karti hai unke subjects ki understanding par.

IAS Personality Test (Step 3)

Iss test ke liye woh candidates qualify karte hain jo candidates IAS Mains ke exam clear ya qualify kar jate hain. Personality Test mein Psychometric Test, Assessment Test aur Personal Interview included hote hain.

Exam Pattern

  • Mains se qualify karne wale candidates eligible hote hain Personality Test ke liye.
  • Iss test ka aim ye hota hai ki candidates ki suitability test karne ki liye as a career in public services. Yeh suitability ek Board test karti hai jo ki unbaised aur competent observers se bani hoti hai.
  • Iss test ka main maksat hota hai candidate ka mental calibre test karne ka.
  • Jo qualities candidates ki judge hoti hain woh hai- mental alertness, critical powers of assimilation, clear aur logical exposition, balance of judgement, variety aur depth of interest, ability for social cohesion aur leadership, intellectual aur moral integrity.
  • Yeh test candidate ki choice wali language pe hota hai.
  • Iss interview mein 275 marks pe grade kiya jata hai. Isse IAS ke total marks hojate hain 1,750(mains) + 275(personality test) = 2,025 marks.
  • Iss grand total ke basis pe candidates ko grade kiya jata hai aur phir final interview mein bulaya jata hai.

IAS Preparation

IAS ka paper India mein sabse difficult papers mein maana jata hai aur iske saath iss paper mein karreban 10 lakh candidates appear karte hain kuch 1,000 seats ke liye. Iska matlab ek student ya candidate ki IAS clear karne ke liye sirf 0.1% chances hoti hain. Iss jaankari se hum yeh andaza laga sakte hain ki IAS mein competition kitna high hota hai.

Issliye yeh paper clear karne ke liye ek candidate ko apni preparation bahut ache tareeke se karni padti hai. Saalon ki mehnat aur padhai ke baad hi koi student ya candiate IAS ka exam clear kar paata hai. Candidates self study toh karte hi hain magar saath hi saath woh bahar se madad bhi lete hain jaise ki:

  • Candidates koi hi extra rough sheet nahi leke jaa sakte hain, woh centre mein hi provide hogi
  • Jo cheezein candidates cetre mein leke nahi jaa sakte hain unke udaaharan hain- log tales, calculators, maps, electronics, notes, loose sheets, book, etc. agar inn mein se kuch bhi kissi bhi candidate ke paas mila toh uss candidate ka paper cacel hojata hai.
  • Exam Hall ke andar kissi bhi tareeke ka misbehaviour saha nahi jata hai.
  • Candidates ko black ball point pen apne saath carry karna chahiye.
  • Candidates ko yaad se apna IAS ka admit card leke jaaa chahiye.
  • IAS ke admit card ko IAS ki recruitment tak sambhal ke rakhna chahiye
